OTL Admin could not see Reject from Actions

Summary:

As an OTL Admin, they should be able to Reject the time cards from Actions. We had this worked through page customization in one of our previous instance, and it is not working in the new instances. Have attached the Screenshots with the EL code we used and the screenshots from our previous instance.
