How can accruals prevent from "forfeiture"

Summary:

We have a requirement where the business wants to put a cap on the accruals (for example: 50 days annually) but doesn't want to forfeiture accruals in the next annual cycle. A simple Accrual Matrix Fast Formula has been written which is setting the accrual cap for the year.

We haven't set up any ceiling rule, or carryover rule for the absence.
