Previous Year absence balance to be used in current year

We have a requirement that previous year's absence accrual balance should be used to apply leave in the next year.
For e.g.; if the person has 45 days of accrual balance in Vacation plan as on 1st December, and person applied 40 days of leave in the system which is from 1st December to 10th January, the 40 days should be deducted from the accrual balance and 5 days should be carried-over to the next year and full accrual frontload value should be given in the next year.
We found that whatever the unused balance on 31st December is gets forfeiture/ carry-over to the next year.
