How do we limit global search access to quick action

Summary:

We have a contextual journey in place to prevent administrators from terminating an employee without clearing up a special grandfathered absence plan balance first. However, if the HR Specialist accesses the termination function from Global Search they are not presented with the contextual Journey. How do we remove the Termination link from global search without removing the quick action access since the quick action is the only route to the contextual Journey.
