Derived working hours from Job and Location

Summary:

23B introduced derived working hours on job and location level. Each time new job or location is entered they get default standard working hours from enterprise level. We have it set to 40 hours weekly on enterprise level, so all new locations and jobs get 40 Standard Working Hours by default. But on Legal Entity level we have set standard hour values either 38,5 or 40, depending on the country were legal entity resides and departmens have it also either 40 or 38,5. So now after 23B we have issue that employees working in legal entities that have 38,5
