Restrict Employees from Editing Scheduled/Future Absences based on Specific Country

Summary:

We have a requirement to restrict employees from editing future/scheduled absences based on specific Country, Is it possible through configuration or personalization's?

We tried through page composer but Edit can be hidden globally, there is no LE binding parameter. We maintain a specific sequence for person_number for each country. Is there a way to check substring of person_number to validate initial two letters from the person numver sequence and write EL?

Can someone please advise if they have come across similar requirements.
