Can we create multiple goal plans for the same review period for an employee?

Unable to view multiple goal plans from ESS or MSS. Only the latest goal plan assigned is showing up.

Content (please ensure you mask any confidential information):

Added two different goal plans to an employee for the same review period. Only the latest goal plan is visible for both the employee and the Line Manager.

However, when logging in as an HR specialist all the goals from both the goal plans are showing under the respective employee. But the employee is unable to view from his ESS. How do we achieve this?
