Classic UI for Time Entry in 23D.

Our client would like to enable Classic UI for Time Entry in 23D. Client is not comfortable with Responsive UI in either ESS or MSS and prefers the tabular format of the admin view. I have tried creating a layout without responsive UI and going to Manage Administrator Profile Values - HWM_TIME_AND_LABOR_MANAGER_RESPONSIVE_PAGES_ENABLED profile value to N.

I get the - Responsive UI Not enabled error when trying to enter time via ESS. Is there a way to enable it?
