Manual Invoices rejected due to Inactive manager for users in the approval group

Summary:

We had a issue where more that 1000 manual invoices were rejected.

After analysis we found that the users in the approval group has an inactive manager. After changing the manager the invoices are getting approved.

The question here is why does the users need to have an active manager even if the managers are not in the approval flow.
