Make Dff enable and mandatory on approval notification

Summary:

We have a DFF at resignation page:

DFF: PER_PPS_DF

Process: Employee resigns > manager to approve > Hr to approve second level

Ask: When HR receives notification in bell icon to approve it, we need to have DFF added there itself with mandatory funtionality.
