Is there feasible to keep validation in the goals page submit icon?

Hi Team,

Please assume employees have been assigned with 6 goals in his/her goal plan from a HR admin end.

Now, the employees will start update or edit the goals. Employees should submit their 6 goals at a single shot to avoid confusions among the managers.

But the system is allowing to submit the goal one by one or 3 goals at a single shot or etc. Requirement is, It should not happen like this.

If the employee has edited or updated only 3 goals and trying to submit for a manager's approval means there should be some validation while employee click on the submit icon.
