How to have subcategories and sub competencies for Competency

Business is insisting that Oracle said that it is possible to use subcategories or sub competencies for Competency. Can you please provide a solution how to do this?

This is the Competency skeletal that was given by the business where the Functional Competency is the main competency, and then Learning & Development the next level, and Instructional design, Training delivery and LMS Management is the next level.

The competencies, and the level of the competency, will also be mapped to the job description.

Please help.
