Unable to search an employee under 'Search Eligible Employees' under Performance Eligibility

Summary:

Hi peers,

The CEO of one of the units in the organization wishes to have his performance document evaluated by his manager (the group CEO) . Since the former wasn't eligible for the document, my first step was to enforce the eligibility from

My Client Groups -> Performance -> Performance Eligibility ->'Search Eligible Employees'


However, I'm unable to search for the CEO on this page as shown above. I do have access to global performance data and I am also able to search this person (CEO) under Person Management.

What could be causing this issue?
