Employee ratings are showing required when saving Overall summary section

Summary:

The employee rating in the Overall summary section is marked as 'Optional without warning' and when checking the page settings via page composer, the required flag is unchecked. Even though this is how the configuration is, when testing, the employee rating is showing required and throwing a error that it is a 'required field' and we are unable to save without entering a value.  Can we make the employee ratings optional?
