Manager Rating LOV is blank

Hi Team,

I have setup Goal Rating Under Rating Model from 1 to 5.

But when the manager is trying to evaluate performance appraisal for employee, he is not able to see any rating under the LOV.

What addtional setup am I missing. Kindly assist.
