Time ELA approval is getting auto approved when not in time category

Summary:

We had to use Time ELA approval because of the multiple assignment employee's approval should be sent to their appropriate managers. But the time card is getting auto approved when those time entries and absences are not in the time category used in that consumer set. We can't use all the elements in the time category, as there are some unpaid element which should not be sent to the Payroll. We expected it to send the approval to the line manager, irrespective of their time codes, which means, though the element/absence is not in the Time category, it should go
