Time and Labor: Line Manager is unable to see workers in LOV when adding Team Timecard

Summary:

Defined data role based on Time and Labor Manager to view All Hierarchy.

When Manager goes to My Client Group / Timecard Management / Team Time Cards / Add, there are no values in the LOV to select the workers name.

Any idea what is missing ?
