TCF creation for Alabama SIT exemption

Summary:

Oracle suggests creating a new dependent TCF (when not using Unified Layouts) to the time entry layout component for Alabama SIT exemption. But we use two different MATCF's (one for reported time and one for calculated time). So do we need to add this dependent TCF to both of them or one would suffice ? If one, then shall it be part of the calculated or reported component.
