Enable ESTIMATED COST field at the time of work order creation

Summary:

We have a client requirement where client wants to check the estimated cost of the Work order before releasing the Work order into the system. Based on the Estimated Cost client will take necessary approvals and then proceed with Work Order release.

In Work Order page, the ESTIMATED COST field is available with disabled status and no value can't be entered.

Is there any way we can achieve this?
