How to incorporate student ratings for faculty evaluation?

Could you give me some pointers/advice on how to tackle the scenario?

We are working on implementing the Performance appraisal system for a University. Their requirement for the goals section is

1) A goal corresponding to teaching - They want it to be pre-filled with a rating based on student feedback. (40% weightage)

2) A goal corresponding to Research (40% weightage)

3) A goal corresponding to institution-building activities. (20% weightage)

To achieve the first goal requirement, they want to upload the ratings via HDL. Is it feasible to update the rating of this goal (only) via HDL and make it uneditable?
