Performance document view to employee before manager shares the document

Employee just wants a view of the performance document as soon as it is triggered to the manager

A performance evaluation document is trigerred to manager, then it goes for second level approval & then final feedback of employee is collected.

Currently the employee can view the document only after it is approved, otherwise it is opening up as a blank page. Is there any way that as soon as the document is triggered to the manager, the employee can just view the document content?
