How can I make a time card field mandatory for a certain Payroll Time Type?

For Payroll Time Type = Differential Other, I need the employee to fill in the Employee ID time card field mandatorily. I have been able to configure the value set with the list of allowable values correctly.

For Payroll Time Type != Differential Other, I need the time card field to be left blank.

Making the field mandatory is not working since it will create an issue with the second scenario. Please suggest
