How can I hide the Assign goal action?

We want to remove the 'Assign' action from the Performance and Development goals screens, but we're having difficulties following this knowledge article. I can't see a list of options under the Actions section to allow me to edit them. Refer to the ActionsMenuCustomisation.pdf attached (from Doc ID 2680484.1 https://support.oracle.com/knowledge/Oracle%20Cloud/2680484_1.html)

Any other suggestions?
