Edit timecard option not working for all the employees

Summary:

Through Time entry profile when we enable edit timecard option for Timecard only in "saved","submit" and "entered" Mode. On other instance edit timecard option is not visible . so we had to add the EL expression (Mention Below) but edit option is not visible for all the employees . for some employees edit timecard is visible but for some emp timecard edit option is not visible, compared both employee profile there is not difference.

few Questions 1) Do we really need EL expression to enable edit option in timecard.?

2) if EL expression is mandatory too enable edit option in timecard , Please help in correcting below EL expression.
