Ability for 2nd level manager to see performance document rating before submit

in Performance Management 3 comments

Currently our 2nd level managers cannot see ratings or comments inputting by direct manager until the document is submitted. Is there a way for 2nd level manager to see ratings and/or comments before document is submitted?
