Enable Cancel action only for managers

We have a requirement where irrespective of the source of the goal-

1) Employee should not be able to cancel/delete their goals

2) Manager should only be able to cancel goals and should not be able to delete them

3) HRBPs should be able to cancel or delete

The OOB options on the goal plans don't have this option. Is there any workaround to achieve this?
