Is it possible to ensure correct salary grade for a job (with multiple grades) by location?

Summary:

I'd like to assign multiple grades to a job and be able to limit the salary grade selected to only the correct grade for a location. We're opening a new location in another city and need a different set of grades and salary ranges, but using a geographic differential will not work for this purpose. I want to limit the ability for a manager to select the wrong grade and have the selection driven by location so the manager doesn't have to decide.
