Timeconsumer Set for Projects & Payroll

Hi,

I have defined a Timeconsumer set for Projects & Payroll. If I select Approval Required only for "Projects" under Project section, and Approval Required for "Payroll" under Payroll section, even though Timecard is not approved neither by Projects or Payroll, Payroll entries are getting transferred to Calculation card. Is it the expected behaviour?
