No notification received via bell icon or mail

A manager has submitted objectives to his employees and he is the only one who received notification (both via mail and bell icon).

The collaborators did not receive anything on their side. 

We checked the mail of the collaborators and all seemed good. 

We also checked on Transaction console and please find below screenshot

Can someone guide what is going wrong here.
