Include competency section in set goals phase

Hello,

We need to setup a process flow where the worker/managers can set goals and, in the same moment, define the list of competencies that will be evaluated.

So, in the same phase, there should be 2 sections: Goals and competencies.

Is it possible with some workaround? We noticed that you can include the competency section only when you add the evaluation step in the process flow.
