How to limit number of leaves submitted by employee per month

Hi all

We have requirement that we have Accrual leave type which is front loaded 45 Days at the beginning of the year , now we need to limit the employee can submit the leave maximum 10 Days per month ,if more than 10 days per month it should not allow, Employee Can submit 10 days as split also .I tried with maximum duration and occurrence limit but that is not working ,is it any way we can achieve this requirement
