Need suggestion to configure Absence Approval rule

Hi,

Client has a requirement to have approval rule to be triggered to Manager followed by HR Reps. There are two HR reps and both needs to be approve it.

Currently it is flowing one after other but client need it to flow simultaneously to both HR's.

Can someone suggest if there is any way other than going with Parallel rule.
