How to BULK delete person phone numbers

Summary:

We have to BULK delete person's phone number, some primary and non-primary based on some condition. I tried to delete the phone number using HDL but it is throwing an error however I can delete it manually from UI.

Error : "The country code number {VALUE} returns multiple values for the legislation code. Enter a unique value for the legislation code."

I've checked the below post but it didn't help.
