Unable to restrict value that can be enter into a field

Summary:

We are unable to restrict the value that user can enter into a field.

See the attached, we are trying to restrict the maximum value that could be entered in the "Actual Value" field in the measurement section of performance goal to 120. So that it allows user to only be able values between 1 and 120. i.e numbers not greater than 120.
