Unable to view reports in Compensation plan

Summary:

Hi All,

An approver is unable to view reports under workforce compensation.

Level 1 manager has allocated the merit. When logged as approver and checked , it throws error you dont have permission to access this information. But level 1 manager is able to view the reports.

What could be the cause?
