Time card can't be submitted after adding a threshold

Error when submitting a time card after adding a threshold TCR.

I have added a time calculation rule, I copied from the standard formula 'WFM_THRESHOLD_TIME_CALCULATION_RULE', I used the standard template 'Weekly Threshold Template', then I created the time rule, rule set and then assigned the rule set to the worker time processing profile.


When click on Next in the time card, I get an error message 'The time card can't be submitted, contact your help desk (HXT-1665062).

I need to know what is wrong with my formula to get this error, attached is a file that has the formula and the configuration.
