Unable to Inactivate Development Goals with comment

First of all, below 2 configurations are set as Reopen.

Navigate to Performance Documents and click on the Scorecard which contains Development Goal.

Click on Development Goals

Notice the Status is Completed and Active Goal checkbox is editable.

Go back to the Scorecard, click Evaluate.

Enter comment on the Development Goal and "Save and Close".

Go back to the Development Goal, notice the Active Goal is no longer editable.

The question is,

Is this expected behavior? After comment is entered, "Active Goal" checkbox is not editable anymore?

Is it possible to keep the "Active Goal" as editable regardless comment is entered?
