"No Updates Allowed" in Manage budgets task

Summary:

We have 2 budget pools in the plan. My Team>> Workforce compensation>> Manage Budgets>> I can see a budget pool which says "No Updates Allowed" in the Budget display. Also, I've attached the screenshot for reference.

What is causing this? What is the configuration I've to look at in the plan level to change that into "Updates Allowed"?
