Manager entering goals on multiple employees, but they aren't showing up.

Summary:

We have a manager who entered multiple goals on her direct reports following the steps below to add the goal to multiple people at once. It worked for the first two goals as we can see those two on each of her direct reports, but it didn't work for the next couple she had entered. Has anyone else had this happen to their managers?
