Can requested feedback (request by manager) be made to pass through employee's approval?

Summary:

Hi Peers, friends, and experts,

I recently explained and demo'ed the Requested Feedback to our client and they liked the idea. However, they want the employee to be able to approve of the requested party when their manager sends out a request. Manager shouldn't be able to ask feedback from just nybody witout their employee's consent.

Example scenario:

Emily Employee reports to Michael Manager.

Michael Manager asks Catherine Colleague to provide her feedback on Emily Employee.

Emily Employee should be able to approve manager's request sent out to Catherine Colleague.

Can this be achieved?
