Suggestions on using Quarterly repeating time period for accrual

Summary:

We have a requirement where the absence plan must accrue a certain number of hours at the end of the quarter and beginning of the new quarter i.e, for Q1 they should receive hours on April 1st and so on.

To achieve this requirement I have created a new repeating time period with Period Length set to Quarterly and Sample Start Date as 4/1/2024 hoping the first accrual happens on 4/1/24 instead of 1/1/2024. But this setup is accruing the balance at the beginning of quarter i.e., 1/1/2024.

Any suggestions to get this resolved?
