INVALID_PROJECT_ATTR on resigned employee

Summary:

We are facing the INVALID_PROJECT_ATTR error, when Process Expense Reimbursements and Cash Advances.

The project is closed and we can't open it again, due to policy.

If the employee who has created the expenses is not longer working in our company, we are not able to fix the error. We cant find the expense reports in BPM, so it can be returned/withdrawn so the employee can change the project/task.

Does anyone know, how to fix this?
