Possible to auto-fill timecards with project hours and for absences to override that autofilled time

A significant portion of my client's workforce consistently records the same project hours on a weekly basis over an extended period. They would like to populate time cards automatically with project hours for the respective employees. Additionally, in weeks where an absence is recorded, the system should prioritize the absence entry over the auto filled project hours. It's important to note that absence hours will not be transmitted to projects.
