How to supress customer statement for 0 balance even though there is activity for customer

We have a requirement where customers are complaining about statements being generated even when there is 0 balance. It is happening in cases where there is activity on the customer account, however, is there a way to not print the statement at all even if there is activity if the balance is 0.
