auto-populate tasks/project codes line and correct hours in timecard holiday week

Summary:

We are looking for our task/project codes to auto-populate a line in the timecard during a holiday week timecard. In other words, when a user goes in to enter/submit their timecard for the holiday week, we want the system to auto-populate a line with the appropriate task/project codes, along with the correct (8hours) in the actual day of the holiday.
