ERROR : Unable to update SHIPMENT SET in a sales order via API

Summary:

When I tried to apply shipset name using API its erroring out.

In Sales Order UI, the order is in DRAFT and "Ship Lines Together" is blank yet API is unable to populate shipset name.

We have a requirement such that SHIPSET is required to be populated by API.
