Is it possible to upload goals to the Organization goals dropdown option against the 'Align' option?

Is it possible to mass upload Organization goals in a way that they become visible and available for alignment to all employees in the below dropdown (screenshot attached) against the 'Align' option ? (Navigation for dropdown in screenshot: Me -> Career &Performance -> Goals -> Select checkbox against your goal -> Actions -> Align)
