Converting a Pending Worker Triggers both New Hire and Termination life event

I am seeing a typical issue where converting a Pending Worker. Its triggering New Hire and Termination life event. I have double checked the settings and see no issues. Please advise if any of the options currently setup are incorrect. Here are the LE details:
