Remove cancelled lines from the Edit Distributions workflow screen

Summary:

We don't want cancelled lines showing on the Edit Distributions workflow screen that opens when clicking "Edit Distributions" from the Account Coding workflow notification. For example, on the below invoice line 2 has been cancelled. If user attempts to code it, an error is thrown (as it should be), but then when they submit the coding a warning/perceived error is received because all lines have not been coded. If they click through the warning it submits the coding correctly but this is causing much confusion with our coders.

I have attempted several iterations of excluding the line from the workflow rule but they continue to come through on the Edit Distributions screen. Below is my latest attempt at the rule.
