Fast formula not detected when "PER_ASG_ACTION_CODE" DBI is used.

Summary:

Fast formula not detected when "PER_ASG_ACTION_CODE" DBI is used. 

We can not use BEN_ASG_IN_ACTION_CODE because our trigger table is PER_PERIODS_OF_SERVICE (Date Start - No Value to Any Value)

We basically want to detect "New Hire" life event after "Global Transfer" action is performed
